Social Aid (Seikatsu Hogo) is a livelihood protection system designed to help people who have no income due to serious disease or unemployment, or have a lower income than the minimum living expense.

Holders of residency status with no restriction, for example, permanent resident or special permanent resident, can apply for this aid.

Physically Handicapped Personsf BookletkSHINTAI SHOGAISHA TECHOl

If a person has physical difficulties, he or she may apply for the Physically Handicapped Personsf booklet from their local government. Once the local government recognizes their difficulties, a Physically Handicapped Personsf Booklet will be issued. @This booklet allows the person to get some financial aid and to use public transportation at a reduced cost. The aid differs from person to person, depending on their degree of handicap.

A Physically Handicapped Personsf Booklet will be granted only if the person has a Foreign Resident Registration Card and legal residency status in Japan.

Learning Disabled Personsf BookletkRYOIKU TECHOl

If a person has learning difficulties, he or she may apply for the Learning Disabled Personsf Booklet from their local government. Once the local government recognizes their difficulties, a Learning Disabled Personsf Booklet will be issued. A Learning Disabled Personsf Booklet will be granted only if the individual has a Foreign Resident Registration Card and is a legal resident of Tochigi Prefecture.

Mentally Handicapped Personsf BookletkSEISHIN SHOGAISHA HOKEN FUKUSHI TECHOl

If a person is mentally handicapped, he/she may apply for the Mentally Handicapped Personsf Booklet through their municipality. This booklet allows individuals to receive benefits as determined by their local government, including financial aid and reduced rates on public transport. Aid differs from city to city and from person to person depending on the degree of handicap.

A Mentally Handicapped Personsf Booklet will be granted only if the hendicaped individual has a Resident Card and legal residency status in Japan.
