Social Aid (Seikatsu Hogo) is a livelihood protection system designed to help people who have no income due to serious disease or unemployment, or have a lower income than the minimum living expense.
Holders of residency status with no restriction, for example, permanent resident or special permanent resident, can apply for this aid.

If a person has physical difficulties, he or she may apply for the Physically Handicapped Personsf booklet from their local government. Once the local government recognizes their difficulties, a Physically Handicapped Personsf Booklet will be issued. @This booklet allows the person to get some financial aid and to use public transportation at a reduced cost.
